I am unable to import a complete CSV. I have referred to this thread (https://sendy.co/forum/discussion/9081/unable-to-add-some-email-addresses-in-our-list/p1) which was useful, as the 30 or so rows that aren't being imported also appear in other lists.
This issue here is some users unsubscribed from a list which is set to only unsubscribe them from that list, however it seems like Sendy is refusing the import them by misinterpreting that as a global unsubscribe. Is this a bug?
If you import a CSV into a list with the unsubscribe settings set as ‘Only this list’, it should import without regard to the unsubscribe status of the same email addresses in other lists. There are no known issues with this though. Try updating to the latest version and try again.

That solves it! I had checked all the other list settings but the one I was importing to. When I changed that to "only this list" the other emails imported.
