Stuck on "Preparing to send"

A few weeks ago my web guy upgraded my install of Sendy to 3.1.1, since I've been unable to send anything, all campaigns get stuck at "Preparing to send".

My web guy is on holiday ta present, but I wanted to get the ball rolling for him by asking if this has been seen before, and/or if there is an easy fix? Or what info he will need to supply to start to find the issue. Thanks.
