Ability to segment based on GDPR status

I want to target my EU readers aggressively through the end of may to re-consent, and doing this using a segment is easier than other ways. After purging non-compliant EU readers, I want to slowly ask the rest of my readers to re-consent using the same segment tools.

Please revisit this scoped ask, it would be very useful.
