Hi,
When an email address is 'Bounced', the email does not exist (anymore) and is invalid, so it will globally suppressed. You can’t re-add an email address that was marked as ‘Bounced’ in the list or any other list/brand. Unless you delete that bounced email address.
Please note that repeatedly sending to bounced email addresses will eventually result in Amazon suspending your Amazon SES account.
