Can't mailing lists be imported repeatedly?

Can I export part of the e-mail address from an existing list and import it with a new list?

When I followed this operation, I found that it could not be imported, and the progress bar was turning at 0% all the time.

You need to format the CSV according to the CSV example format shown on screenshot when you're at the 'Add subscribers' page.
