Scrubbing email list with zero bounce but still getting high bounce rates

I use zero bounce to scrub my email lists before sending and remove any emails that aren't verified, then I upload them into sendy. However, I am still getting a high bounce rate and some users are getting marked as a bounce even though they have received emails from the week before.

Any help on how to better scrub/verify my email list before uploading or does amazon have their own verify email application?

It may be the list cleaning service you're using that's not doing its job well.
