Amazon charges a flat fee of $1 per 10,000 emails sent (if you send lesser then the cost will be less than $1 of course). Amazon charges your credit card at the end of the month for any usage of Amazon SES.
The "free tier" that you heard about only applies if you install Sendy on Amazon EC2 cloud server. The first 2,000 emails sent via SES each day that are invoked from an EC2 server are free. This is not just for 12 months, this is perpetual.
