Do brand-wide unsubscribes apply to new lists?

I see the option to have unsubscribes be global across all lists for a particular brand. Does that also mean that unsubscribed users will not be able to be added to new lists for that brand? I'm hoping the answer is Yes, just want to be sure.

    Yes that's correct.

    First, it's important to understand that different lists can have different settings. List A can be "unsubscribe from all list" while List B can be "unsubscribe from this list only". By automatically assuming that an email shouldn't be added to any list in the brand just because one list says an email should be unsubscribed from all lists would be erroneous (and a missed opportunity).
