Update to 1.1.5.1 - missing files?

I download and unzipped the files in 1.1.5.1 -- never having done the update to 1.1.5.

It's not a complete set of files.

So the instructions are a little odd -- there are no uploads or locale folder, there's no version of config.php, etc.

Did I need to download 1.1.5 first? But I don't see a link to that.

What to do? Thanks.

    What you've downloaded are the "updated files" for 1.1.5 (a.k.a 1.1.5.1).

    You need to download the full version of 1.1.5.1:
