Using quotes in the subject line breaks the save

Using quotes in the subject line of an email returns includes/create/save-campaign.php?i=1 a white screen of death and fails to save the email
Removing quotes does resolve the issue and the same thing happens regardless of email content or anything else I've changed including from addresses
