The new version, 1.1.4, uses mysqli, if you don't have this module on PHP, you won't be able to connect to the database.

Sendy is not tested on Windows. It's tested to work on Linux/Apache as written on our homepage under FAQs - What are the requirements.
This discussion was merged into SES quota showing zeroNot verifying the domain won't affect bounces. I'm puzzled as to why it's not working. You mentioned your verified emails are French, but Amazon SES only have one region available which is US east.

Since you're just starting to import your list, I'd suggest uploading 50k at a time to separate lists. Don't upload all 250k to the same list.

You must use an email address belonging to a domain you can verify.
When using other verified emails, did you verify their domains as well?
