Sendy is not tested on Windows. It's tested to work on Linux/Apache as written on our homepage under FAQs - What are the requirements.
This discussion was merged into SES quota showing zeroNot verifying the domain won't affect bounces. I'm puzzled as to why it's not working. You mentioned your verified emails are French, but Amazon SES only have one region available which is US east.
